A significant detail is that 53 of UEFA’s 55 member associations are participating in the qualifiers, with Russia excluded due to sanctions related to its invasion of Ukraine in 2022.
The group stage draw was a crucial moment in this thrilling competition. The 53 teams were split into 7 pots, with the 4 teams participating in the 2022–23 UEFA Nations League Finals assigned to 5-team groups. The remaining 49 teams were divided into 6 pots based on their performance in the 2022–23 Nations League. The draw also considered political, weather, and travel restrictions to ensure a fair and balanced competition.
